
WLSSD conducts business with vendors and contractors under the laws and procedures set for public entities by Minnesota statutes.
Public purchasing is the process of obtaining goods, services and construction for public purposes to ensure the economical expenditures of public funds.
If the estimated service or purchase amount will exceed $50,000, sealed bids shall be solicited by public notice according to proper procedures. Legal advertisements will be placed in a legal newspaper and appropriate trade journals at least once 14 days prior to the last day for submission of bids. WLSSD encourages small, women and minority owned business enterprises to bid for contracting opportunities.
WLSSD is exempt from the City of Duluth tax but not Minnesota State taxes.
